Hats are for the players themselves. So they can have a little bit more of customization options. They do NOT shot who 'was there'....
They could make it free to play, and it could work. They could even put it on steam with a gem shop. But first, they'll would have to get rid...

Scrolls keep dropping. They even have increased drop while in FoW and UW. And scrolls work even in Embark Beach, so you can use them to go there...
You should check skill updates. They have reduced so much the title requirements in PvE skills that you get the max effect in a single playthrough...
