I've done the quest twice, both times I did not get the drop. First drop was for a friend who had done it already so he gave the papers to me....

well its easy... only make the expansion available after you complete the game to a certain point. That way, better armor can't be gotten...

looks about the same size as the lakeside party going on at Pre Searing Ascalon last night. That was pretty cool.

you can get this skill outside lion's arch from the gargoyal boss outside the ascalon settlement. At least I did... luck? He has three skills...
