what i want to know is, why do you only have 1 optional slot? with my 600 i have 4 optionals, even if i leave them empty i can pretty much destroy...

nope no difference, they drop anywhere, but your best bet for attempting to farm them, is any of the "noob" islands, beginning of factions...

you can keg or 600 them pretty easily in nightfall and eotn, obviously in nightfall no keggin, and i'm pretty sure you can use an ele to terra...
