You seriously want a PvE/PvP split of a skill that only exists two weeks out of a year and is intended pretty much solely for PvP? Completely...

Skill recharge benefits stack up to 50% unless a single skill goes past that limit. Also, percentage skill effects do multiply as you presumed....
