Depending on your primary, you will have different armor sets, the ability to use your primaries runes and the primary attribute for that...

Most people when they say 15% all the time mean 15% with some sort of penalty, like -5 Energy, -1 Health Regen, or -10 armor while attacking. But...

I definately wouldn't be opposed to this...
