Oooh yes, music. I don't know why I didn't think to include that before, when I almost always have songs selected for characters...

Oh, yeah, basically making a new layer, blurring it, and then setting it to soft light or overlay? Yeah, that can give a sort of bloom effect...

Well, bloom is more to do with lighting, this effect more mimics a very shallow depth-of-field. Little bit different but still pretty simple...
