It could be firewall related. Try turning off windows firewall and/or putting gw.exe on the exceptions list.
Sounds like a corrupted gw.dat perhaps. Over time it may correct itself or you could try using -repair or -image.

Maybe, it's a bug where, instead of telling you you are targeting yourself, it is mistakenly saying you are out of energy.
