for norn i say turn in a couple of hm books so you're R6/7 Norn, then do the Norn point run from Olafsted (sp.) you get 5k-6k faction per run,...

you can use a perfect salvage kit to get the runes off, but if you salvage any armour or weapon for materials it will break.

i completed 1 HM book, turned it in for norn, after all the primary quests, i had around 12k faction already, after handing in book, i was R6,...
