Try turn of all Firewalls on all your PCs connected to your Internet Connection. ZoneAlarm, Windows XP Built-In Firewall, everything.

Ok...so no one knew. Well, I reset my Motherboard to Factory default taking of a jumper on my Motherboard, works good now, my PC actually turns on...

If you have like a small house fan, try putting it over your Processor/Motherboard etc on it's lightest setting, and just put it over it...
