Quest rewards + drops in quest + gold in quest can make up for the costs.

This is not an overlooked advantage, this is the only advantage. It allows you to repeat your Dual Attack without going through your chain.

In my opinion, Repeating Strike is a good skill for R/A's. They cant get to 16 DM (therefore less double strikes, and a greater difference...
