Try something with monk enchants and death blossom + moebius strike. Probably won't keep you alive very long but it's great PBAoE nuking.
Echo + Dragon Slash hands down. You get two copies of it, and using one charges up the other. (5+5=10)
Probably best to just use the Little Girl's cape from pre-sear merchants, although the tattered cape presumably has stronger ties to her.
You may not be big on farming, but by far the most efficient and fastest way to get the gems is to simply farm (or trade, whichever you do best)...
