If that skin dropped on normal weapons, my guess would be 'Jade Shield' (going off the unoriginality of some names here).

Expert salvage and hope you get the vamp mod. It looks nice, but that damage is not even near being good.

Indeed, the bonus isn't very handy, and the skin isn't particularly rare.
