I never completed any other desert quests before i got this but once i had re-visited the town 3 or 4 times in a row and suddently the exclamation...

hardware req. should be the same i assume.

Actually its 15 attrib points per quest, One is in the desert called forgotten ones (I beilve) and the other you get in drokners forge from a npc...
