Yep, it's a Microsoft Powertoy. Works just fine for little under the hood changes, and doing them through a GUI is usually much safer.

Just use Tweak UI. Under Desktop uncheck Recycle Bin.

Update to SP3 might help as well.

You're probably hearing some of the metal contacts and possibly dust hitting the inside connection. Use a can of air to blow it clean.

From the small bit of information given, I'd bet it's a graphics driver issue. See if you can get a blue screen, or check the Event Viewer...
