By saying +45(anything) I was referring to the good style ones, such as Enchanted and Stance, while Hexed is terrible.
It is new, part of the recent updates. They also made a +30 health, -5 20% shield for PvP. So think of getting a +45(anything), -5 damage 20%...
The funniest thing about this thread is that you actually wasted a salvage on the Major Mesmer rune.
