Yes, you lose 1 regen pip (so if you're a warrior then you would have only 1 regen), but you gain 1 enrgy each time your hit with an attack....
Gear is almost meaningless in GW. It still matters, but they are all relatively the same and the available mods are never enough to swing a battle...
go for it! That mission is designed for about level 5-6,so grab some hencheis and you shouldn't have too much trouble.

To elaborate on that, Missions are started in special mission towns. A party gets together, and then the leader presses a "Enter Mission"...
There really isn't an answer to this. Anet have their reasons for keeping the character design process simplistic, and I don't expect that...
