Every bit of points you put into fast cast will reduce casting time but never to the point where it's going to reduce it by 2/3rds.
There's a chart on the website.. I forgot where the link is but no, putting even 12 points into fast casting won't reduce a spell cast...
A screenshot doesn't say everything... what kind of fps are you getting? To me, the screen shots look meh... that's probably because...
