I find that I can do a lot more damage with a Quickshot build without Read the Winds.. using Kindle Arrows instead. Of course there are weaknesses...
Savage Shot also has a lower recharge time, so if you only have 1 slot left, it'd probably be more helpful to put it there over Distracting.....
