I'm not sure if the OP even understood how guilds get on the list, and here everyone is all ready to jump on him for stuff he hasn't said...

Lately, they are playing under Rebel Rising Extended Edition, but anyway. Only guilds that have qualified that month appear on the xunlai list....

Adding incentives or removing drawbacks is dangerous though. If there's an incentive, people will randomly report someone for that incentive...
