If that would be available to every class make it +2, 4, and 6 energy. 3 energy wouldnt make the rune worth it.
The old classes are loosing skill as well. They will all have ~75 as they do now.
the max attribute points will still be 200. Characters now already say 185/200 I think.
Perhaps it is a bug. I can understand this as Ive never seen anyone use Verata's Aura.

Anet doesnt make City of Villians, NCsoft does. I am sure they could make/get the code, but they have nothing to do with those games.
You can pretty much be any level, you can even do The Great Northern Wall mission at any level. I did both at level 1, they are quite simple.
