It increases as you progress. When you make it to post-searing you'll get 4 people in a party, then 6 at the shiverpeaks, and I'm not sure...

Do you mean the difference between dark blue and light blue names for the players? I think that dark blue means they have a party and lgiht blue...

Dam, that free thing got my attention, but the best build realyl depends on preference as I'm sure has been stressed in these forums.

Sadly no, it's not at ventari's i believe that you first see it at the end of the desert but im still at that annoying elona ranch mission...
