How do you get FAME? I play on roleplaying character won team battles CONSECTIVELY, no fame. Also what about guild rating how do you get that?

So halls of heros is where you can get everything for your guild? Guild Hall, Fame, etc?

How far in game do you have to be in order to get guild hall? Like what city you need to be at? And how much do they cost?
