On the bottom of this site, it says all times are GMT-4. That is exactly the time it is here (on the east coast). Unless they didn't change...

Is this a bug, or the way it is intended to be?

I am pretty sure EST is GMT -4. So if they give it in "GMT" like they usually do, just subtract 4

The reason vigors go for so much is because ALL classes can use them, not just on type of class. That, and who wouldn't want more HP?
