most of them havbe a long recharge because their effects are very potent. and you would wait if the skill is good.
ok at your guys skill ideas, bloodfeast is like vamp gaze on steiroids and would make blood necs almost unkillable. a 125 health heal every 8 secs...

hum ok yea weapon of the guardian is a bit over powered and tie fates could be reduced too. i think blessing of the gods should prolly be changed...
