Even if there are no hexes present they will use Hexbreaker Aria, but just like any adrenaline skill they won't use it as soon as it fills.

Actually I just realized my heroes have minor runes for attributes they're not using. Add a Vitae or Clarity rune in those slots.
On a paragon you can get away with running a single major. 14 spear makes the 10 second Dazed breakpoint on Stunning Strike.
