The weapon has to have a current inscription or an inscription slot on it to be able to use those to upgrade. This is separate from normal upgrades.
I don't think it's going to happen. The reason being there is not Sin/Rit armor in Tyria. It would be nice mind you.
There is no linux client You could try crossover or the other windows app compatibility to see if it could run. I would alter the windows shortcut...
