Why cripple Eles and annoy everyone else? I understand the desire to weaken the OP crap being thrown around, but this is not a good way to do it.

If you're going to call a build bad, you're required to elaborate.
It's not really that Enfeebling Blood is bad; it can prevent a lot. It's more that the skill is redundant.
