you cast it and every time you cast something it does damage. If you cast it too fast, it works like an AoE and the monsters will scatter.
the 10% is just a nice thing to have when casting. Personally, I dont use it when fighting...only when casting spells. I have my wand out majority...

divine boon is the way to go at earlier levels as it gives you that extra healing boost. Basicly using divine boost gets you away from low level...
