Can't think of any reason anyone would carry diversion in a mesmer.vs.mesmer duel...then again I can't think of a reason anyone would...

I never said it did; it only gives the illusion of additional regen. Exhaustion gives back the energy lost due to exhaustion in the form it was...

Most enamies are balled up to begin with; with surge's large aoe you wouldn't have to bother. I'm not saying other characters...
