you must be very unlucky, from what i have seen they have increased drops to about 10 times what they used to be, i used to farm drakes in kryta...

uhhhh you are totally off, bears are quite common, you can capture them in many different places

ive seen em lots of different places in post-searing, i think the first one you get too is south of beacons perch, in the place with the level 24...
