i solod sskai a dozen or so times and never got the sword. i happened to be doing a quest with 7 henchies and it dropped for me. its all random

you can reveal more than 100% of your map. There is wiggle room.

Your probably forgot to do a primary quest. Possible locations to check for a quest you missed would be jaime in maatu keep, the emperors hand in...
