Yes damage does depend on where your hit.More likely to be hit on your chest then legs then arms and boots.

Well for assassins promise as it was my last 'sin elite to cap and no one knows where to cap and no site has it i've decided to go around...

Yeah its a fairly good skill if you combine it with silencing daggers.
