Apparently the Lion's Arch has a trainer for Conjure Flame, as to Immolate, I'd head over there and cross my fingers.

Click on the captain and select 'do you have any skills to teach me?' or some such. =)

To unlock skills for pvp, you have to learn them on a pve character.

Some areas make pulling very difficult, if a large number of mobs are linked and you can't take em, your best bet is to go somewhere else for...
