Remove the cap, yes but that's not enough. You need to be able to unlock Fissure armor and weapon skins with Balt faction. And exchange Balt...

They can't expand the titles at a later date, that would be totally unfair. Ie: All Legendary Survivors are instantly screwed if they do that.
