Check the Requirements for the items. I have found that when ever I get one of those weapons it usually is either higher damage then other weapons...

The Bonuses for armor are for that peace only. Every time you are hit the game calculates where the hit takes place then applies the AC and Bonus...

I would guess that it will be the same as if you where to go and get infused now, not quite 100%, More like 80 or 90%. At least that is my guess
