This behaviour with maintained enchants has been around since day one. The fact that item spells use the same logic is not really a surprise.

The bonus scythe 'icy soulbreaker of enchanting' works great with this build.
With no innate damage mod on that storm bwo, I have my doubts you'll get that price.
