Thanks for replying Darcy. I found out what was wrong...apparently I had initiated the "Gain Olias" quest before Anet made the quest...

Also...you can't go to Pre-Searing Ascalon if you created a character in Cantha or Elona. It's only for brand new Prophecies characters.
