It's quite simple, you can't duel wield in the game, but it's in the video for some reason.

I think it use to be %5 per but it was dropped to %4

well, what yall have to remember is the are many ways to build a ranger/monk. Yall can use yall bow to fire at yonder men with dmg buffs from yall...
