/signed pvp'ers should be able to get all skins using RP
/signed for 20+ titles, less than that and it will be just too much common
Upkeep monitor is were the blessings you are maintaining are shown, drop bundle is that button that appears when you have a flag or similiar items...
That depends on your goals, if you wan't the title ID them all, if you want money then sell the unid common skins, ID the rest to make more...
