I think the area where you get this is called Talus Chute, NE of Droknars. This is a really cool Elite skill, probably my favorite yet.
I agree 100%, the other day i meet a lvl8 character, yes i did say 8, in droknars forge, so I asked what he was doing there as he couldnt possibly...
I lag crashed out the game today, but lucky for me I had just finished a mission, so I got the xp.
