Yes, it will. As long as your hall is maxed out for your account, each of your "Kind of a big deal" characters can charm a rainbow Pheonix.

Dunno why they haven't been mentioned already, but a 600/smite setup can easily do Oola's Lab and Sepulchre of Dragrimar dungeons as well....
