You don't need a quest to change back to Luxon. You just do more quests (including repeatable ones like the Jade Arena), challenge missions...

No, you cannot be run to Cavalon. After doing Sunjiang District mission you get a quest to go to Cavalon from Zos Chivros or HzH from Altrumm...
