You should have up to 8 players on your team, and there should be LOTS of monsters. Think: Helm's Deep or Pelenor Fields.

I considered an energy bonus as well. It could work. A simpler idea would be to make the damage bonus apply to skills/spells also.
Put a rune of Superior Axe Mastery on the Executioners Helm. The rune gives +3 to Axe Mastery, the Helm gives +1. Total = +4.
You can do SF with a two-man squad: monk and a necro. But it's slowwwwwwwwwww.
