Are you sure there are three of them i only see two heads and four arms. Maybe they're conjoined twins.

A few of my friends have this same problem when they try the hall of heros they are decimated and can't raise enough money to buy a Sigil....

I am not sure but could you use the water elementalist's ability to stop the enemy from moving and then use conjure phantasm and slowly drain...
