Yep items with still be usable, it does however raise the question whether you will be able to buy armor and use that or there will be no armor...

I would either say thats just a burning charr effigy which will been in the charr homeland or an end of level charr dungeon boss

I would go as far to say no where is really class biased in game terms in any, sure areas might be class biased because payers make it that way...
