I think the categorizing (account or char based) of the titles makes sense. If its a PvP activity it should be account based, if not it's fine...

ANet should reward some retroactive XP for Elite skill caps. 2500xp (lvl10) would be a fair compromise/estimate for each Elite skill before factions.
