All of the Ranger interrupts have the same, almost instantaneous, cast time. There is no "best" interrupt, it depends on your situation...

I was speaking from personal experience. I've run IW builds in CA before and have never had it stripped. Maybe its just luck.

You can get a few skills through quests that are only available to certain primaries. The rest you will have to purchase.
