Pretty sure it's noon PST. Which is either 15 min, or 1 hour and 15 min. I get pretty confused with the time zones since i have no daylight...

If you haven't deleted your character on that account, then yes, a minipet should be in your inventory.

There is also a core unlock pack, have you bought that one? It is separate from the campaign ones.
