unlock them through a pve char
i say pve is best for pvping because you have all the skills unlocked (pending you did the quests) so you can mess around with what you want....

if i remember correctly there are 2 stone summit taskmasters very close but just out of range from his brother when you go to catch up with him....
when you all found him did he keep popping in and out of the ground all irractically (sp)? he kept doing this to me almost to not serve any...
