Actually, investing in dagger mastery will increase your chances of dual attacks, not critical strikes.

200 is the max...even if you were to do the 4 quests by some bug or whatnot...Your attribute points would never total higher than 200.

try raising your swordsmanship...adding more attacks linked to it...then go kill the level 20s. They arent that hard.
